Create new "HuRen Plus" gameplay scenario

Target version:2.0 - ECHELON


Create new gameplay scenario to silo all of the proposed gameplay adjustments (see 510, 507, 502, 434, 396, 384, 383, 374, 364). This would let us offer these more experimental changes without forcing them on all players. Could be named "Enhanced", "Plus" or similar.

To be clear, this would only consist of more significant adjustments, rather than more generic ones that more readily apply to every scenario.
